As an Enchanter, your primary role is support. A lot of people misunderstand what this means, and assume they aren't expected to push damage during encounters.

Let's clear this up right now: If you aren't casting damaging spells, you are actively screwing your group out of DPS.

As the premiere caster support class, your primary role in raids is ADPS/CC/Debuffing. There are some encounters where a certain role will take priority over another. Sometimes this means you're focusing hard on CC, or ensuring everything is affected by Somnolence, but that doesn't mean you can neglect your ADPS.

Enchanters actively provide sustained ADPS to their group through three powerful abilities:
Gift of Hazy Thoughts
Beguiler's Synergy
Dichotomic Reinforcement / Dissident Reinforcement
Gift of Hazy Thoughts is a % chance to proc during a damaging spell cast.

Beguiler's Synergy is triggered through the Mindslash spell (at rank 11). IE if your Beguiler's Synergy is not at 11/11 it needs to be NOW!

Dichotomic / Dissident Reinforcement is your progression based spell from TBM/TBL.

Even if you are actively providing CC to the raid, you need to place a heavy priority on offensive spell casts, Dicho, and Mindslash. Every second that you are not casting an offensive spell, your group is losing DPS.

Dicho -> Mindslash -> Mindsunder (or Strangulate) -> Strangulate

This is your standard spell weave. Mindslash and Dicho should always be on cooldown.

Your Dicho needs to be at the highest possible rank you are capable of attaining. This means doing TBM (or TBL) progression. This is widely considered to be the most powerful Dicho in the game in terms of raw DPS output. You can pre-cast this just as an event starts to reduce initiation time on your group's burn.

You have the best Synergy ability in the game, period. If you aren't using it by casting Mindslash on cooldown, you're screwing up. It utilizes an almost entirely unique SPA (the things that make spells do things) that functions differently than most % damage increases. As a result, it provides a massive increase to spell damage that is basically found nowhere else in the game.

A Note on Auras
Twincast (get Rank 3 from the SoD Field of Scale #3 raid. Ask for help if you need it) and Mana Repetition (or it's highest equivalent in your current expansion). This is your bread and butter.

That being said, during a burn "off the top" or anywhere you can afford the swap time/attention, run Bolstering + Mana Repetition. Basically, anytime your group is likely to be running Twincast or Improved Twincast, Twincast Aura is doing nothing.

In other words, on a hard burn where you have a clear setup time, have Bolstering and Mana Repetition up, then drop Bolstering and turn on Twincast Aura as soon as your Improved Twincast counters are gone. By the time yours are used up, everyone else's should be too.

You always need to have your Auras up. When doing a hard burn, be sure to have Bolstering running at least 3 ticks (18 seconds) before your burn will start, or the aura will not pulse in time to gain its benefits.
